Resolved Question: I need help with filing a complaint against my landlord...?

I live in the city of Claremont, CA in Los Angeles County. My city has no programs set up for situations like this but the landlord/maintenence man have caused my roommate's car to get towed, we have went without water and/or hot water on a couple of ocassions, and the microwave and garbage disposal have been broken since February. What do I do? For the record, the leasing office decided to require parking permits after our lease was already signed. We turned in the permit information as requested and the property manager lost it, as she has done with other documents. In addition, I did not brake my disposal or anything else in the apartment.
